The form lists right-of-way use and staging as one of the activities it covers. It also states that work may not begin until the permit has been issued, and the City Engineer signs off on it.

Most debris from a renovation, roof job, or cleanout is fine to load. The limits come from Virginia's landfill rules and from what the receiving landfill accepts.
Hazardous waste, liquids, paint, solvents, fuel, propane tanks, and asbestos can't go in a standard dumpster. Keep car batteries and motor oil out, too.
Virginia works a little differently from some states on electronics. State law makes computer makers run take-back programs, but it doesn't ban TVs or computers from landfills. Even so, recycling them is the better route, and it's worth mentioning any electronics when you book.
Tires and appliances with Freon usually need separate handling, so tell us about them before delivery. Virginia law also limits how many waste tires can be stored on a property without a permit, so don't let a tire pile build up while you wait for pickup.

The City's Citizen's Convenience Center at 507 Station Street, Hopewell, VA 23860, is open Tuesdays, Wednesdays, and Fridays, 12:30 p.m. to 3:30 p.m., and Saturdays, 8 a.m. to 4:30 p.m. It takes most household waste except food, liquids, and hazardous items. Only City residents can use it, and the City says businesses and contractors aren't allowed.
That makes the center handy for a pickup truck of junk but not for a remodel or a contractor's job. Your account manager will confirm which landfill is taking your load and go over the disposal fees before delivery.
