A dumpster on private property, such as your driveway or a job site, usually doesn't need a City permit. If it will sit in a street, on a sidewalk, or anywhere else in the public right-of-way, check with the City first.
The City of Woodburn's Public Works Department handles right-of-way permits. Its permits page lists a right-of-way permit application and a separate street closure permit. The City doesn't post a permit made just for dumpsters, so ask which one fits your placement.

The Oregon Department of Environmental Quality makes it illegal to dispose of several items at disposal sites. The list covers old vehicles, large appliances, used oil, tires, car batteries, and computers, monitors, and TVs.
Marion County also requires that any appliance built to hold refrigerant be checked by a professional who removes the refrigerant first. That includes fridges, freezers, and air conditioners.
Hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster.
Many banned items have an easy outlet. The North Marion station recycles computers, TVs, monitors, batteries, and scrap metal for free, and takes paint through the PaintCare program.

Marion County runs the North Marion Recycling & Transfer Station at 17827 Whitney Lane NE, Woodburn, OR 97071. It's open every day from 8 a.m. to 5 p.m., except holidays, and the number is 503-588-5169. It takes garbage, yard waste, tires, and appliances from people who unload by hand.
Since January 1, 2025, the North Marion station hasn't taken tip loads, the kind a dump truck or dumpster truck tilts out. The county's Salem-Keizer Recycling & Transfer Station in Salem doesn't take them either. The county points those loads to a privately run facility at 3690 Brooklake Rd NE in Salem, open weekdays from 7 a.m. to 3:30 p.m. That's where most dumpster loads from Woodburn are likely to go.
