If your container sits entirely on private property, like your driveway or a job site, you don't need a City permit. A permit comes into play only when the container takes up part of a public street.
Cedar City's street rules say no one may use any part of a public street for building or repair work on an abutting property without first getting a permit from the Supervisor of Streets. Separate rules bar anything on a street, alley, or sidewalk that blocks traffic or the view. The City can revoke a permit at any time if its conditions aren't followed.
The permit you need is the Street Occupancy Permit, and the City's Consolidated Fee Schedule lists it at $25 per permit. Don't confuse it with the Road Excavation Permit, which carries the same base fee plus bond fees and covers cutting into the road.

Most household and building debris is fine to load. The limits come from the county landfill's rules and from Utah's rule on tires.
Iron County's landfill takes nearly all waste except hazardous and liquid waste. Batteries, pesticides, oil, and paint are the examples the county gives. In a standard dumpster, that also means no solvents, fuel, or asbestos.
Utah sets its own limit on tires. State rules bar landfills from taking whole waste tires, with a few exceptions: an individual can bring no more than four whole tires at a time, tires from bikes and other human-powered devices are allowed, and so are tires with a rim larger than 24.5 inches.
