On private property, such as your driveway, side yard or a building lot, you typically don't need a permit for a dumpster in Payson. It's a different story when any part of the container would sit on a City street, sidewalk or right-of-way.
Payson City doesn't publish a permit made just for dumpsters. Work in the City right-of-way goes through the City Engineer, and the City's right-of-way permit form says work can't begin until the permit is approved. That form also carries a charge for each travel lane that's closed or blocked.
Winter adds one more rule. During a snowstorm, the City bans parking on any street or right-of-way so plows can get through, so a street placement in winter is a bigger ask.

Most household junk and construction debris is fine to load. The limits come from the Payson City Landfill and from general disposal rules.
The Payson City Landfill won't accept household hazardous waste, including paint, oil, gasoline, cleaners and chemicals. It also turns away refrigerators, freezers, batteries, and liquids of any kind. The City's garbage service lists sealed containers of liquid as off limits as well.
On top of that, hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster. Tires and mattresses carry separate landfill fees, so keep them separate and mention them when you book.
For household chemicals, the City points residents to the Utah County Health Department's disposal options. If you're unsure about an item, ask your account manager before you load it.

Payson City owns and operates its own municipal landfill. The Payson City Landfill sits at the west end of Utah Avenue, at the base of West Mountain, at 6220 West 10400 South. You can reach the landfill at 801-404-6503.
It's open Monday through Saturday, 8 a.m. to 5 p.m., all year, and closed on Sundays. Commercial vehicles are weighed and charged by load. Every load must be covered with a tarp or bed cover and tied down, or the landfill adds a fee.
The City also runs a green waste recycling area at the landfill, where yard debris is ground into mulch and wood chips. Your account manager can confirm where your load will go and explain the disposal fees before delivery.
