If the dumpster sits on private property, like your driveway or a job site lot, you usually won't need a City permit. Once it takes up part of a street, sidewalk, or other public right-of-way, you'll need one.
The Kansas City Public Works Department's Permits Division handles permits for anything that affects public use of the streets. It offers a Dumpster permit, along with traffic control and loading zone permits. According to the City's permit applications page, Public Works only takes these applications through its CompassKC online system.
Signing up for CompassKC is free. If the container will block a lane or sidewalk, you may also need a traffic control permit, so apply well before your delivery date.
