A dumpster on private property, like a driveway, a rear parking pad off the alley, or a private lot, usually needs no permit in St. Louis. If any part of it sits in the street, sidewalk, or curb lane, you'll need one.
The St. Louis Street Department issues a Blocking Right of Way Permit for anything that temporarily blocks part of a street, sidewalk, or curb lane, including a dumpster. You apply online through the Blocking Right of Way Permit page. The City lists a residential dumpster at $20.00 per week. It asks for at least one week's notice, or two weeks for larger or longer requests.
You can pay for and pick up the permit at the Street Department office at 1900 Hampton Ave., open Monday through Friday, 8 a.m. to 4:30 p.m. For questions, call Street Permits and Inspections at 314-647-3111. Your account manager can help you figure out whether you need the permit.
Most remodeling and cleanout debris is fine to load. The limits come from Missouri's landfill bans and from each facility's own rules.
The Missouri Department of Natural Resources bans several items from landfills. They include major appliances such as refrigerators, freezers, washers, dryers, stoves, dishwashers, and water heaters. Whole tires, oil, and lead-acid batteries are banned too. Microwaves are the exception and can be landfilled.
Hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster. In older homes, asbestos can show up in pipe insulation, floor tile, and siding, so test before demolition.

The City of St. Louis runs North and South Transfer Stations, but they're only for City residents hauling their own loads. The City's drop-off page says commercial trucks and business refuse aren't accepted. For remodeling debris, the City tells residents to use a commercial hauler or bring small loads in themselves.
That means roll-off loads from St. Louis go to permitted private landfills and transfer stations in the region. For clean construction debris, the Missouri DNR lists the Rock Hill Quarries Co. Demolition Landfill in St. Louis County as the area's operating demolition landfill. Demolition landfills take construction materials, brush, wood, soil, rock, and concrete. Mixed household debris goes to a sanitary landfill or transfer station instead.
