If the container sits in your driveway or anywhere else on private property, no City permit is required in St. Charles. The City says so plainly.
Once it goes in the street, that changes. The Engineering Department issues a Right-of-Way Usage permit for obstructions such as dumpsters, portable storage units, and cranes on a street, sidewalk, or alleyway. Type 2 lighted barricades and traffic control are required with it.
The good news is the turnaround. The City says right-of-way usage permits can often be obtained within a day, and walk-up applications are issued the same day. Applications go through the City's online portal or its office at 200 North Second Street, Suite 202. City Hall answers at 636-949-3200.
If your job is outside the city limits on a county road, the St. Charles County Highway Department requires its own Special Use Permit for work in county right-of-way, and its engineer's office takes calls at 636-949-7305. Your account manager can work out which one applies to your address and find you the right contact.
Everyday construction and cleanout debris is welcome. The exclusions come from state disposal rules and from what the county facilities will take.
Hazardous material tops the list: paint thinners and solvents, fuel, pesticides, pool chemicals, aerosols, and anything in a pressurized tank. Asbestos, radioactive material, ammunition, explosives, and medical waste are barred outright.
St. Charles County gives residents a seasonal outlet for most of it. From May through September, household hazardous waste is accepted at the Recycle Works sites Tuesday through Friday, 9 a.m. to 3 p.m., for a $25 fee covering loads up to 50 pounds, plus $1 per pound above that. The county line for questions is 636-949-1800.
Latex paint is a common mix-up. The county does not take it, because water-based paint is not hazardous once it dries. Open the can, stir in kitty litter or a paint hardener, let it solidify, and it can go out with ordinary trash.
Tires, mattresses, and appliances with refrigerant are handled separately and usually billed per piece, so mention them when you book. If an item leaves you unsure, ask your account manager before it goes in the container.

It is open Monday through Saturday, 8:30 a.m. to 4:30 p.m., closed Sundays and county holidays, and you can reach it at 636-949-7900. Everything left there becomes county property and is processed rather than buried.
Mixed construction debris takes the longer road. The Missouri Department of Natural Resources facility records show no active sanitary landfill in St. Charles County, only a closed one, so loads are consolidated at a transfer station and trucked out of the county. The regional transfer station at 1600 Progress West Lane in O'Fallon is the closest of those, with a second on the South Service Road in Foristell.
