A container parked on private property, like your driveway or a job site you control, doesn't need a City permit in Issaquah. Put any part of it in a street, an alley, or across a sidewalk, and you're in the public right-of-way, which the City manages through its permit process.
Those permits run through Community Planning & Development, and applications are filed online through the City's permit portal. The City's right-of-way and site work page lists the submittal requirements and tells applicants to contact the Permit Center about deposit and insurance requirements for work in the right-of-way.
Issaquah's fee schedule has no line written for a roll-off container standing at a curb, so the cost depends on how staff classify your placement. Ask before you book a delivery date rather than after.

Ordinary remodel and cleanout debris is fine. The limits come from King County, since its transfer stations take nearly everything hauled out of Issaquah.
The county's disposal restrictions keep liquids, motor oil, pesticides, ammunition, explosives, radioactive waste, cremated remains, and untreated medical waste out of the garbage entirely. Household products labeled Caution, Warning, Danger, or Poison go to the hazardous waste building at the Factoria station instead.
Electronics are handled separately. TVs, computers, monitors, laptops, phones, and tablets are not accepted as garbage, and rechargeable and button batteries are refused too. Washington runs a free statewide recycling program for most of those devices.
Asbestos needs county approval before it can be disposed of at all, so never put suspect insulation or old flooring in your container without telling us first.
A few items are accepted but priced per piece, which the county fee page lays out: $30.00 for each appliance holding refrigerant, like a fridge or an air conditioner, and $30.00 for each mattress recycled at Factoria. Tires have limits too, with residents capped at four passenger tires and businesses not allowed to drop them at the stations at all.

Cardboard, clean wood, scrap metal, and yard waste have to be separated for recycling at Factoria rather than dumped as garbage. Whatever is left as garbage is trucked about 18 miles to the county's Cedar Hills Regional Landfill.
