Port Angeles offers two kinds of right-of-way permits. A Right of Way Construction permit covers digging or building in the street. A Right of Way Use permit covers closing, occupying, or placing something in the right-of-way when no construction is planned, which is the closest fit for a street dumpster. The City's right-of-way page explains both.
The City's Master Fee Schedule, effective January 1, 2026, lists a Temporary Street Use Permit at $588.00 and a $490.00 fee for activities not listed elsewhere. Neither line names a dumpster, so ask which one applies to you.

Most cleanout and construction debris is fine for your container. The limits come from what the City's transfer station will accept.
The Regional Transfer Station refuses televisions, computers, and mercury lighting such as fluorescent tubes. Pull those out and recycle them separately. It also turns away commercial loads of tires.
Refrigerators, freezers, and air conditioners carry an added environmental fee at the station, so let us know if your load includes one. Asbestos is only accepted with a permit and costs far more per ton than regular waste, so it needs its own handling plan.
Hazardous waste, liquids, paint, solvents, fuel, and propane tanks can't go in a standard dumpster. The same goes for loose asbestos.
