The City of Muskegon Engineering Department issues right of way permits, and the application lists a separate option for a dumpster in the roadway. According to the permit application, a container left in the road overnight needs a lighted barricade at each end. Pads must go under the container to protect the pavement, and loose trash can't sit in the right of way for more than 12 hours.
You can mail the application to the Engineering Department at 1350 E. Keating Avenue or email it to the permit address on the form. The City also asks for proof of insurance with the application.

The county's prohibited materials list keeps these out of the landfill: refrigerators, freezers, air conditioners, and dehumidifiers, whole tires, and car or boat batteries.
