Placing a container in the public right-of-way requires a Right-of-Way Permit from the City. The City's 2026 fee resolution lists this permit at $253, plus an hourly charge for review beyond the two rounds of corrections that are included. Right-of-way work done without a permit is charged $253 per instance.
The City doesn't post a review time, so apply well before your delivery date. If the container will close a lane or street, the City also asks for a notice to local agencies at least 14 days before the permit's start date.

The closest county transfer station to Lake Stevens is the Airport Road Recycling & Transfer Station at 10700 Minuteman Drive, Everett, WA 98204.
