A dumpster on private property, such as your driveway or a fenced job site, generally doesn't need a City permit in Austin. The rules kick in only when the container sits in the public right-of-way, which includes the street, the boulevard, and the sidewalk.
For those spots, the City requires an Obstruction Permit before anything is placed in the right-of-way. Its fee schedule, revised in January 2025, sets the charge for a roll-off dumpster at $30.00.
The Public Works Department's Engineering Division issues the permit from its office at 500 4th Avenue NE. You can apply online through the City's Right-of-Way Permitting page. Most remodeling and cleanout debris can go right in. The limits come from Minnesota's disposal rules and from the list of items the transfer station turns away.
Minnesota bans putting waste tires in the ground, so tires can't ride along in a trash load. The state also bans throwing away TVs, computer monitors, laptops, computers, and similar electronics with regular trash. Those items need to go to an electronics recycler.
The Austin transfer station won't take oil, paint, batteries, hazardous waste, yard waste, dead animals, manure, or slate siding. Liquids, solvents, fuel, and asbestos are also off limits in a standard dumpster.
