The City of Richfield requires a right-of-way permit before anyone blocks part of a street. Its Public Works permits page says a dumpster or storage pod can stay in the street for up to one month with that permit. It can't be placed in bike lanes, alleys, or no-parking areas.
There's also a seasonal rule. From November 1 through April 1, the City doesn't allow dumpsters or storage containers on its streets, apart from very limited exceptions. Winter jobs usually need a driveway spot.

It's part of Hennepin County's waste system and burns about 365,000 tons of waste a year to make electricity and steam. The other is the Hennepin County Recycling Center and Transfer Station at 8100 Jefferson Highway, Brooklyn Park, MN 55445, and it's the only one of the two that takes mattresses.
