Here's the part that surprises many homeowners. Saint Paul doesn't let residents apply for a dumpster permit themselves. The City requires the dumpster company to hold a Saint Paul Solid Waste Hauler License, and the licensed company files the permit through PAULIE, the City's online permit system. Locations at parking meters also need a separate meter hooding application.
The City's placement policy sets rules for containers on the street. The container should sit within 1 foot of the curb, never in a median or on the boulevard, and it needs reflective markings on each corner. The county processing plant in Newport has its own list of items it refuses. That includes hot tubs, propane tanks, boats, vehicles, engines, and loads with large amounts of metal.

Ramsey and Washington counties require that household trash from both counties be taken to the Ramsey/Washington Recycling & Energy Center at 100 Red Rock Road, Newport, MN 55055. It's open Monday through Thursday, 6 a.m. to 8 p.m., and Friday and Saturday, 6 a.m. to 3:30 p.m. It's closed on Sundays.
There's a catch for remodeling projects. According to the plant's self-hauler page, it doesn't accept construction or demolition debris such as drywall, shingles, siding, insulation, concrete, asphalt, or fencing. Those loads go to a separate transfer station or construction debris site instead.
That means the contents of your container decide its destination. A cleanout of household junk and a kitchen tear-out can end up in different places with different fees. Your account manager will confirm where your load is going and explain the costs before delivery.
