When the container sits on private property, such as your driveway, yard or job site, the City of Big Spring doesn't publish any separate permit for it. Things are different if any part of the dumpster would sit on a City street, alley or other public space.
The City doesn't post a dumpster or street-use permit online, so call before you place a container on public ground. The Public Works Department oversees City streets from 310 Nolan Street and can be reached at 432-264-2501.
Your project itself may need a permit, too. The City's Building Permits and Inspections office says roofs, remodels, additions and demolition all need one. A contractor also needs that building permit to dump at the City landfill. The office is at 217 E. 3rd St., open weekdays from 8 a.m. to 5 p.m., and you can reach it at 432-264-2504.

Household junk and most building debris can go in your container. The limits come from Texas landfill rules and from the Big Sandy Landfill itself.
The Texas Commission on Environmental Quality bars some items from every landfill in the state. Car batteries, used motor oil and oil filters can't go in. Whole tires are banned, and so are refrigerators, freezers and air conditioners that still hold refrigerant. Liquid waste, regulated hazardous waste, PCB waste and radioactive material are also kept out.
On top of that, hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster.
The landfill adds its own rule. Any waste that needs special handling by the staff requires written approval from the City Manager first, so don't load it without a plan.

That site is the Big Sandy Landfill at 3601 Old Colorado City Highway, Big Spring, TX 79720. The City of Big Spring operates it, and it's open Monday through Saturday, 8 a.m. to 5 p.m. It's closed on Sundays. The landfill phone is 432-264-2383.
The landfill charges by the ton. The City lists $50.80 per ton for large items and extra household trash, plus a $15 fee for a load that isn't secured. It also asks for proof that the waste comes from Big Spring or Howard County. Your account manager can confirm your load's destination and go over any fees before delivery.
