Yes, and that includes private property. Many towns let a container sit on your driveway without paperwork, but Carteret requires a permit from the Building Department for any roll-off container, whether it goes on your own property or on a public street.

The Borough's Dumpster Permit Application says a container can't go on a sidewalk or in the street when the site has a driveway or similar space available, so the form asks why private property won't work if you request a street spot. A street or right-of-way placement also needs approval from the Traffic Division of the Carteret Police Department.
The permit costs $15.00 for the first 60 days, and a 30-day extension adds $10.00. After that, the container must leave the site unless the Building Department approves more time and a new permit fee is paid.

Paint, solvents, fuel, motor oil, propane tanks, car batteries, and asbestos stay out of every container. So does anything else flammable, pressurized, or chemically hazardous.
New Jersey has banned throwing away televisions, computers, and monitors as solid waste since 2011, so those go to an electronics collection site. Keep tires separate too, and leave out the cans, bottles, and cardboard that belong in your recycling.
The county backs its list with a real cost. When the landfill finds hazardous or other non-approved waste in a load, it charges $250.00 per ton or part of a ton on top of the normal disposal fee. That charge lands on the hauler and usually comes back to whoever filled the container. If you're unsure about an item, ask your account manager before it goes in.

Carteret's program follows the county's recycling plan, and the county's disposal site is the Middlesex County Landfill at 53 Edgeboro Road in East Brunswick. The Middlesex County Utilities Authority runs it as a public facility.
