A container on private property, such as a driveway or a lot, doesn't need Newark's street permit. On many Newark blocks there's no driveway, though, and a container on the street or public right-of-way needs a permit.
Newark's container rules say no refuse container may be placed on a street or public right-of-way without a permit. The fee is $13 per container per location, and the applicant must also post a $1,250 annual deposit with the Central Permit Office to cover any street damage. If the container will stay 24 hours or less, the fee can be paid within 24 hours after placement, not counting weekends and holidays. For anything longer, the permit must be in hand before the container arrives.
The container must show its owner's name, address, and phone number and carry reflectors. The City can remove one that blocks a driveway or causes a traffic hazard.
