When your dumpster sits on private property, like your driveway, you usually don't need a permit from the City. A container in the street, on a trail, or on a sidewalk is a different matter.
The City's code enforcement page says equipment, materials, and vehicles may not block any public street, trail, alley, or sidewalk. For work in the right-of-way, the City of Prior Lake issues right-of-way permits through its online ROWay portal, where you create an account and apply.
