A dumpster on private property, like your driveway or a job site, doesn't need a permit in Aurora. You'll need one if the container sits on a street, a public sidewalk, a parkway, or in parking spaces.
That permit is the City of Aurora's Obstruction of the Public Way permit. The Division of Building and Permits handles it at 77 S Broadway. The application asks for a signed hold harmless agreement and a site plan. The container has to sit at least 4 feet from any fire hydrant. The dumpster company must also be registered with the City, which calls for a $5,000 surety bond and proof of insurance.
A few rules apply while the container is out. Debris has to stay below the top edge. Overnight, the corners need reflective tape and each end needs a barricade with a working flasher. If you need to close a lane or sidewalk, the City's traffic engineer has to approve it first.

Most remodeling, roofing, and cleanout debris can go in. The limits come from Illinois landfill bans and from what the receiving facilities will take.
Illinois has banned several items from landfills for years. Yard waste like grass, leaves, and brush is one of them. Car batteries, liquid motor oil, and tires are also banned, and so are appliances that still hold their refrigerant or other parts. The state also keeps TVs, computers, monitors, and printers out of the trash. One TV in a load can cause a problem at the facility, so set electronics aside.
Hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster either.
The Kane County drop-off list also shows that area facilities turn away propane tanks and lithium batteries, plus anything holding oil or fuel.
