A dumpster on private property, such as your driveway, generally doesn't need a Village permit. Things change if any part of it sits in the Village right-of-way, like the street, the parkway, or a sidewalk.
Carol Stream's code says no one may place anything that disrupts the Village right-of-way without first applying to the Village Engineer and getting a permit. The Engineering Department takes these applications through its online permit system.
The Village doesn't list a fee or review time for this permit, and it doesn't name dumpsters on its permit page. Call the Engineering Department at 630-871-6220 and ask what your placement needs before you set a delivery date.

The Illinois Environmental Protection Agency says state law bans landfilling many common electronics, including TVs and computers. The same agency notes that used and waste tires can't go to a landfill either. Old tires must go to a permitted tire recycler instead.
The agency also asks people to take used batteries to a drop-off site, since they can start fires in trucks and at disposal sites. If you're buying new tires, the shop that sells them must take your old ones for recycling.
Hazardous waste, liquids, paint, solvents, fuel, motor oil, and asbestos can't go in a standard dumpster.

DuPage County closed its last landfills years ago. The county's plan lists Mallard Lake in Hanover Park, Greene Valley in Naperville, and the Bensenville site as closed, and it says new landfills aren't possible or needed in the county.
Instead, the plan relies on waste transfer. It lists one transfer station for household trash, in West Chicago, and loads move from there to landfills outside the county. The plan says that transfer station takes waste about 307 days a year, Monday through Saturday, except for some holidays.
Construction debris often takes a different path. The same plan lists two construction and demolition debris recycling centers in West Chicago, and it notes a recycling processing site inside Carol Stream itself.
