If your dumpster sits on private property, like your driveway, Huntley's published code doesn't call for a permit. The rules change if any part of the container would sit on a street, curb, sidewalk, alley, or the parkway between the sidewalk and the street.
The Village's traffic code makes it unlawful to create an unauthorized obstruction of any public street, curb, parkway, sidewalk, or other public way. Parkway use also falls under the Village's subdivision rules. A violation can bring a fine of $25 to $1,000 for each offense.
The Village doesn't list a separate dumpster or right-of-way permit among its forms, so ask before placing a container anywhere public.
