If your dumpster sits on private property, such as your driveway, you won't usually need anything from the City. Once it takes up part of a public street, alley, or sidewalk, it's in the City's right-of-way, and you'll need the City's approval.
Longview handles work in the right-of-way through a Right-of-Way Construction Permit, reviewed by the City Engineer. The permit form is written mainly for utility work, and it doesn't list a fee or a review time. Call Public Works Engineering at 903-237-1362 to ask what a container in the street needs at your address. If the container would block a travel lane, expect the City to ask for a traffic control plan.
Code Compliance handles right-of-way problems and blocked streets. It's at 410 S. High St. and can be reached at 903-237-2760, Monday through Friday, 8 a.m. to 5 p.m.
The City also regulates haulers. Its code says companies that use Longview streets to collect or haul waste from commercial and industrial sites need a solid waste collection permit from the City. Most household and building debris can go in your container. The limits come from Texas rules and from the landfill that takes Longview's loads.
The City's landfill page lists several things the landfill won't take. Tires are refused unless they're split, quartered, or shredded. Oil, oil filters, and lead-acid batteries are not accepted. The City of Longview doesn't operate a landfill. Loads from Longview go to Pine Hill Landfill, south of town near Highway 31 and FM 1252, which is run by a private company.
