A dumpster on private property, such as your driveway, doesn't need the City's roll-off permit. The permit rule applies when the container goes on a public street.
Long Beach's roll-off rules require a permit before any roll-off or storage container is placed on a City street. The Building Department issues it, and its permit page lists using a roll-off container or dumpster on the street among the jobs that need a permit. The City's code of ordinances sets a filing fee of $100.00 for each application, and the department asks you to call for current permit prices.
The rules are specific. The street has to be at least 20 feet wide, curb to curb, and the container can't stick out more than 8 feet 6 inches from the curb. Each end needs reflective striping, the container has to show the owner's name and phone, and the City must be named on the hauler's liability insurance. A permit lasts four weeks and can be extended once for another 30 days, and it has to be posted at the job site.
The biggest rule to plan around: no roll-off can stay on a City street from 5 p.m. Friday until 8 a.m. Monday, and that window grows by a day when Friday or Monday is a holiday.
