If your dumpster sits on private property, like a driveway or a job site, you generally won't need a street permit. The rules for the street depend on whether your address is in the City of Plattsburgh or the Town of Plattsburgh, which share the 12901 ZIP code.
In the City, the solid waste code says no refuse containers other than the City's own may be placed or kept in the right-of-way of a street or alley. Only the Superintendent of Public Works can authorize a container there, at set places and times. The City doesn't publish a fee or form for that approval, so call the City of Plattsburgh Department of Public Works at 518-563-1120. The office is at 215 Idaho Avenue and is open Monday through Friday, 7 a.m. to 4 p.m.
In the Town, the Codes and Zoning Department handles permits. Its published applications cover building, burn, sign, and similar permits, but none for a container in the road. Call the Town at 518-562-6840 to ask before you plan a street spot. The office is at 151 Banker Road and is open weekdays, 7 a.m. to 4 p.m.

Most remodeling and cleanout debris is fine to load. New York law and the county landfill set the limits.
New York prohibits burying waste tires, according to the Department of Environmental Conservation. Keep tires out of your dumpster. The county landfill takes them separately for recycling, off the rim and fairly clean, for a charge.
Electronics are banned too. Since January 1, 2015, New York has not allowed computers, monitors, TVs, printers, game consoles, and similar devices, along with their cords, in landfills or the trash. The county takes electronics at the landfill and at its Mooers site.
The county landfill also refuses hazardous materials, liquid waste, medical waste, explosives, and pressurized gas containers. As with any dumpster, keep out paint, solvents, fuel, and asbestos.
