For those spots, the Town of Apple Valley issues an application for construction or excavation in the public right-of-way. You file it at the Town's Permit Center at 14955 Dale Evans Parkway. Once it is signed and issued, the Town expects work to start within 30 days.
Traffic control is the part people underestimate. Signs, cones, and barricades have to match the California Manual on Uniform Traffic Control Devices. Work on a major road, or near a school or a business, also needs a traffic control plan prepared by a registered engineer. Sort that out well before your delivery date.
The Town does not publish a flat price for the permit. Call the Town of Apple Valley at 760-240-7000 with questions, and note that the counter closes every other Friday. If you cannot tell where the right-of-way line falls in front of your house, your account manager can point you to the right contact.
Most household and construction debris loads without any fuss. The limits come from California's hazardous waste rules and from what the San Bernardino County landfill system will accept.
Hazardous waste stays out of every container. That means anything toxic, corrosive, flammable, explosive, or infectious, plus liquids of any kind, paint, solvents, fuel, and sealed containers of any type. Hot ashes and medical waste are refused as well.
The county will not take items holding mercury or lead, including household batteries, fluorescent tubes, thermostats, and thermometers. Refrigerators are accepted only once the Freon is out. Tires are capped at nine per load, off the rim, and cost extra. Nothing over ten feet long goes in, and the county turns away waste hauled in from outside San Bernardino County.
Asbestos has a rule of its own here. Debris from a burnt structure of any age, or from a building put up before 1984, needs a certificate showing it is free of asbestos before a county landfill will accept it.
Old TVs and computer monitors should come out of the pile too. The county takes them at no cost through its household hazardous waste program. When an item has you guessing, ask your account manager before it goes in the container.

San Bernardino County owns the site and runs it through its Solid Waste Management Division. The gate is open Monday through Saturday, 8 a.m. to 5 p.m., and closed on New Year's Day, Easter, Memorial Day, the Fourth of July, Labor Day, Thanksgiving, and Christmas.
The Town's own old disposal site on Yucca Loma Road has been closed for years, so there is no in-town spot to empty a full container. That short run up the freeway is already built into the price we quote you.
The county charges by weight once a load clears 300 pounds, and it adds a handling charge for material that is awkward to tip out. Your account manager can confirm which facility is taking your load and explain any extra charges before the truck rolls.
