A dumpster on private property, like your driveway, doesn't usually need a street permit in Rosemead. Anything past your property line is public right-of-way, and that's where the City's rules begin.
Rosemead requires an encroachment permit for any work in the public right-of-way, including sidewalks, curbs, gutters and the street. For a dumpster, the City requires lighted barricades at each end, and the container has to be removed after seven days.
You apply by email to pwpermit@rosemeadca.gov. The application needs the number of working days, a traffic control plan, and the contractor's license, insurance naming the City, and City business registration. The City sends a fee summary after it reviews your papers.
