When your dumpster sits on private property, such as a driveway or your own lot, the City of Oroville generally doesn't require a permit. A permit is needed when the container goes in the street, on a sidewalk, or in a City easement.
The City's Engineering Division issues an encroachment permit for this, and its permit page lists placing a dumpster in the street as work that needs one. You can apply online or with a paper form.
