The department covers the Building, Engineering, and Maintenance Divisions from 5275 Orange Avenue.

Most household and remodeling debris can go in your container. California's disposal laws and the County landfill set the limits.
CalRecycle says it's illegal to dispose of hazardous waste in the garbage, down storm drains, or on the ground. The state's list includes lights and batteries, household and garden chemicals, paint and solvents, and car-related waste like motor oil. It also covers electronics, mercury items like old thermostats, and building materials such as asbestos and treated wood.
Orange County's landfills add their own rule. The County stopped taking treated wood waste at its landfills in 2021, so fence posts, decking, and other treated lumber need a separate route.
Liquids, fuel, and compressed gas cylinders don't belong in a dumpster either. Long, bulky items are accepted but may cost more to dispose of, so mention them when you book.

The City's trash and recycling FAQ says Cypress has an exclusive franchise agreement, and all trash and recycling must be picked up by the franchise hauler. For residential construction projects, the City asks you to call the Building Division at 714-229-6730 to learn who can haul your debris. Loads that reach a County landfill usually go to Olinda Alpha Landfill at 1942 N. Valencia Ave, Brea, CA 92823, about 14 miles northeast of Cypress. It's open Monday through Saturday. Transfer trucks come in from 6 a.m. to 7 a.m., and commercial and public loads are taken from 7 a.m. to 4 p.m. Call 714-993-0372 with questions.
Olinda Alpha is one of two County landfills open to the public. The Irvine landfill takes commercial loads only. County landfills also accept only Orange County waste, and drivers must show proof of where it came from, such as a license with an Orange County address or a utility bill.
