If your dumpster sits on private property, such as your driveway or side yard, you don't need a permit in Lincoln. You'll need an encroachment permit if the container goes on the street where you would normally park a car.
The City's PODS, storage containers, and dumpsters page lays out the steps. Fill out an encroachment permit application, send a certificate of insurance from the container company that names the City of Lincoln, and pay a $94 fee. The insurance must be at least $1,000,000 per occurrence and $2,000,000 in general aggregate. The City also accepts the declaration page of your homeowner's policy instead.

The good news is that Placer County residents can drop off household hazardous waste and electronics at the landfill for free, up to 15 gallons or 125 pounds a day. California residents can also drop off up to four mattresses and box springs a day at no charge, so keeping them out of your container can save you money.
