A container on private property, like your driveway or a business lot, doesn't need a City permit in South El Monte. If it sits in the street or on the sidewalk, you'll need an encroachment permit from the City's Engineering Department first.
The City's permit process runs by email. You send in the application, Engineering emails back the fee, and you pay with a credit card form. Once the City confirms payment, you get the finished permit. Inspections must be booked at least 48 hours ahead, and Fridays, weekends, and holidays don't count toward that time.

Most remodeling and cleanout debris is fine in your container. California's hazardous waste rules set the limits.
CalRecycle lists the items that can't go in the trash anywhere in the state. For a typical South El Monte job, that means batteries, fluorescent tubes, TVs, laptops, phones, paint, half-full aerosol cans, motor oil and filters, antifreeze, pesticides, propane cylinders, asbestos, and treated wood. The facility is open Monday through Saturday, 4 a.m. to 5 p.m., and closed Sundays and major holidays. Its phone is 562-908-4288, extension 6071. Crews there pull recyclable and burnable material out of each load before the rest moves on.
For you, that means clean, sorted loads move through easily, while mixed loads with banned items can bring extra charges.
