If your dumpster sits on private property, such as your driveway or lot, you generally won't need a Town permit. A container that sits in a street or across a sidewalk is in the public right-of-way, and that calls for an encroachment permit.
The Town of Yucca Valley doesn't list a separate dumpster permit, but its Master Fee Schedule, effective July 1, 2026, sets the encroachment permit application fee at $191 when the work in the right-of-way is estimated at $25,000 or less. Larger work costs $384. The Town decides which fee applies.
The Public Works and Engineering Division handles these permits at 58928 Business Center Drive. It requires an appointment for questions and applications, and it's open Monday through Thursday only. Call 760-369-6579, extension 308, to set one up.
The Town also runs its trash and bin service through an exclusive franchise agreement. Its self-haul permit rules say no one may use an outside contractor for waste disposal other than the Town's franchise contractor. For questions about that rule, call Town Hall at 760-369-7207. Outside the Town limits, in places like Joshua Tree, Landers, Morongo Valley, and Pioneertown, County roads fall under San Bernardino County Public Works. Its Permits Division issues encroachment permits and can be reached at 909-387-7910. Your account manager can help you figure out which agency covers your address and who to call.
Most household and building debris is fine to load. California's trash rules and the County's disposal sites set the limits.
California bans a long list of items from the trash. CalRecycle's banned items list includes batteries of every kind, fluorescent tubes, latex and oil-based paint, solvents, antifreeze, motor oil and filters, pesticides, and propane tanks. Asbestos found in older cement, roofing, and siding is on the list, and so is chemically treated wood.
Tires are banned from the trash as well. They aren't hazardous, but the state keeps them out to prevent mosquito breeding and fires.
Electronics such as TVs, monitors, and laptops have to be recycled. Hazardous waste, liquids, and fuel never go in a standard dumpster.
Items that need special handling at the landfill can add a per-ton charge, so tell your account manager about anything unusual when you book.
